Sounds Isn’t Working CLIP 10

Public Comment (Agenda Items Only):

  • David Leader raised questions about several resolutions:
    • R25107-280: Questioned the over $1 million allocated for manual checks and requested details on major items CLIP 1
    • R25 col07293: Inquired about the nearly $1 million for batting cages, including whether they are indoors, resident access, equipment provision, and safety measures CLIP 2

Bid Report:

  • A motion was made and passed to approve the Gloucester Township Park batting cages bid report
  • Ordinance Second Reading (O-255-19):
  • This ordinance pertains to Chapter 39: Minors and Parent Responsibility. It outlines parental/guardian responsibility for minors under 18 and establishes penalties for violations, including fines up to $2,000 and/or imprisonment up to 90 days for a second offense CLIP 3
  • The public hearing was opened and closed with no speakers & the ordinance was adopted.

Consent Agenda:

  • An amendment was made to Resolution 282 to remove the first entity listed (block 12104 lot 7) at the request of the finance office
  • The consent agenda, as amended, was approved

GTE Gov Access Emails:

  • Robin Smith (Milbridge Road): Asked about plans for a spray ground or splash pad. Council stated no current plans, though it has been discussed CLIP 4
  • Dina Hendry (Land Post Lane): Inquired about the Gloucester Township Economic Development Corporation/Partnership, its private/public status, its authority, and transparency. Council clarified it’s a private 501c3 organization that works with the township but has no decision-making power and is not subject to OPRA unless records are provided to the township  CLIP 5
  • Nancy Gentilly (Keystone Avenue): Asked for an update on the redevelopment agreement with the Michael’s organization for the Nike base (block 18403 lot 20), specifically if the agreement was signed, if an extension was granted, and the final deadline. Council stated the agreement was not signed, no extension was granted, and there was no final deadline at that point CLIP 6

Second Public Portion:

  • David Leader:
    • Inquired about safeguards for the newly relaunched bicycle loan program, citing past issues with unreturned bikes. The bikes require a credit card to use and have GPS on them,
    • Expressed frustration about the lack of response regarding his interest in joining the Green Team, despite previous council assurances It’s only available to the club and you aint in it.  This is the only clear separation over governmental powers we’ve ever seen in GT.
  • Denise Coin: Raised concerns about the process of a recent council member appointment, questioning the transparency, timing, adherence to the Open Public Meetings Act regarding executive session and resolution adoption CLIP 7, and whether the appointment was valid CLIP 8
    • Orlando Responds to both CLIP 12
  • Matthew Paul Wojakowski (Eriel):
    • Asked if an ordinance (Chapter 49.1) regarding Sunday entertainment would affect bars showing sports CLIP 11.1

Director and Council Comments:

  • Chief Hynoski: Invited everyone to National Night Out on August 5th and congratulated Mr. Castro on his appointment
  • Mr. Nash: Announced a “History Lecture on the Lawn” by the Historic and Scenic Preservation Committee on August 10th at Gabriel Davies Tavern  CLIP 13
